Author's reason for this update:

Thunder charges are now stored on the tower instead of in a buff.
Number of thunder charges awarded on kill now scaled with level.
Purposeful Harbinger now longer guarantees a crit, but instead adds damage to Messenger of Wrath.
Purposeful Harbinger chance doubled.
