Enhanced Stormfield Generator v2

Enhanced Stormfield Generator has been updated to v2!

Author's reason for this update:

Stormfield now deals half damage ticks every half second.
Fixed Stormfield slow not being affected by levels.
Fixed on hit visuals not applying.
Increased damage slightly.
Reduced area slightly.
Standardized chance to trigger and abil factor across all members.
